Arthur Bevan Collier was born in Plymouth, the son of the MP for Plymouth. He was a landscape painter, primarily in oils and specialised in scenes of Wales, Scotland, Devon and Cornwall. He was a Justice of the Peace and a Major and Hon. Lieut. Col. of the Duke of Cornwall Light Infantry. He lived at Carmartha, Callington, Cornwall.
