Marshall was born April 24, 1935 in Wake County to the late Marshall Shelby Burgess, Sr. and Mae Forbes Burgess. He was a graduate of Hugh Morson High School and attended N.C. State University before joining the U.S. Air Force. He had retired from Duke Progress Energy and had lived the last 15 years on Ocracoke Island.
