A resident of Westerville, Ohio, Fran Mangino received her B.S. in Art Education from Kent State University. She studied watercolor with such artists as Bess Alexander, Peggy Brown, Carl Dalio, Don Andrews, Alex Powers and Joan Ashley Rothermel. Fran is active in both the Central Ohio Watercolor Society and the Ohio Watercolor Society.
