A native of Andes Antioquia, Colombia, Restrepo was born in February 1918. He left home at an early age and went to Chile where he graduated from secondary school, and later attended the Universidad de Santiago de Chile.

Originally studying medicine, in 1981 he shifted to the School of Arts at the Universidad Nacional de Bogotá.
